A New Era of Respect

In an unprecedented move that is poised to reshape the landscape of Taekwondo officiating, the Professional Taekwondo Federation (PTF) has officially launched the Taekwondo Referee Union (TRU) — a global professional association dedicated exclusively to referees.

While Taekwondo has long celebrated its athletes and coaches, referees have often stood in the shadows, their contributions overlooked and their treatment, at times, deeply unjust. With the formation of TRU, that chapter comes to a close.

“This is not about politics,” said Rick W. Shin, President of the PTF. “This is about principles.”

A Long-Overdue Stand for Referees

In a powerful public statement, Shin detailed the daily realities many Taekwondo referees face: thousands of dollars in out-of-pocket costs for uniforms, certifications, travel, and accommodations; working conditions that include substandard lodging and insufficient meals; and a selection process riddled with favoritism, discrimination, and a lack of transparency.

“Referees are treated like disposable labor while organizations profit from their service,” Shin wrote. “Enough is enough.”

The launch of TRU, under the direct governance of PTF, aims to change that narrative. According to its bylaws, the Taekwondo Referee Union is not a labor union, but a professional body that exists to protect, support, and empower referees at all levels — from local to Olympic — regardless of affiliation, style, or federation.

Built for Referees, Led by Referees

At the heart of TRU is a commitment to fairness, respect, and opportunity. The organization is open to all referees — whether from WT, ITF, traditional Taekwondo schools, or independent circuits — and will be led by officials who understand the realities of the role.

Shin appointed Mr. Chuong Pham, a respected official with nearly four decades of experience, as Chairman of TRU. “His leadership and insight into the referee experience make him the ideal person to carry this vision forward,” Shin stated.

TRU’s structure includes regional directors, vice chairmen for ethics, training, and compliance, and a Secretary-General — all empowered to advocate for their members and uphold standards across global competitions.

“This is about restoring balance,” Shin emphasized. “If referees are the guardians of integrity in our sport, then we must ensure they are treated with integrity themselves.”

By elevating the status of referees, TRU also aims to strengthen Taekwondo as a whole. Ethical officiating, fair representation, and consistent training contribute to better competitions, greater athlete trust, and a more unified global community.

Membership is open globally to active referees, retired officials, and even non-referees who support TRU’s mission. It is not bound by any one governing body — a rare and bold stance in today’s fragmented martial arts landscape.
